【摘要】:1.1EstablishmentofPhoneticsThispracticecoverstheestablishmentofphonetics(includinganalphabet,numerals,andpunctuations),andtheproceduresfortheiruse,incommunications.1.2PerformanceThispracticeisintendedtofacilitatetheperformanceofcommunicationspersonnelandsystemsunderadversecommunicationsconditions.Thisobjectiveisachievedbyemployingeasilyrecognizedandusedsymbolsandproceduresthatarehighlyresistanttoerrors.Thissystemmaybeusedwithspeech,print,orothermedia.1.3InteroperabilityThispracticeisintendedtofacilitatetheinteroperabilityofcommunicationspersonnelandsystemsamongdifferentorganizations,especiallyiftheyusedifferentinternalpractices.Thissystemisalsorecommendedforusewithinanyorganizationforimprovedinternalcommunicationsanduniformityofoperations.1.4EnglishasCommonLanguageThispracticeisintendedforusewithEnglish.EnglishhasbeendesignatedbytheInternationalCivilAviationOrganization(ICAO)andothersasacommoninteroperabilitylanguagethatiswidelyusedinsearchandrescue,emergency,andinternationaloperationssuchasaviation,maritime,andmilitary.
