【摘要】:1.1ThispracticeprovidesaguidefortheinformationtobeobtainedandprovidesspecificrecommendedcriteriaforevaluatingthecapabilitiesofanagencytoconductinspectionsandtestsandtoreportontestsperformedinaccordancewithASTMstandardsprimarilyonfactorybuiltcomponentsandassemblies.1.2Thecriteriainthisstandarddescribethebasicinformationusedinjudgingthecapabilityofanagencytoperformitsintendedfunctionsobjectivelyandcompetentlyaswellastodisclosepossibleconflictsofinterestjudgedfromthestandpointoftheuserofthisstandard.Testing,approval,andcertificationofacompany'sownproductsandservicesbyitsowntestingagencydoesnotnecessarilyconstituteaconflictofinterest.1.3Thecriteriapresentedhereinaredividedintothreecategoriesofendeavor,namely,PartA8212;StandardsandCriteriaforTestingAgenciesPartB8212;StandardsandCriteriaforQualityAssuranceAgenciesPartC8212;StandardsandCriteriaforEvaluatingAgencies1.4Thefundamentalpurposeofthispracticeistoprovidecriteriaforevaluatinganagencyasdenotedin1.3eitherbyauserofthatserviceorbyanaccreditingauthority.1.5Itisnotthepurposeofthispracticetoprovideabasisfordeterminingthequalityofaproductorservicebeingevaluated.1.6Thispracticeisnotintendedfortheevaluationofthoseactivitiesnormallyassociatedwiththeproductionandsaleofproductsandthelike,suchasamanufacturer'sinternalqualityprogram.However,anyorganizationmayrequestorperformanevaluationofitsownin-housefacilitiesunderthisstandardifitsodesires.1.7Itisnottheintentofthisstandardtobethebasisforthedeterminationofthetypeofagencytobeselectedbytheuser.1.8ThispracticecanbeusedinconjunctionwithSpecificationE541andPracticeE6511.9SpecificationE329specifiesminimumrequirementsforagenciestestingand/orinspectingmaterialsusedinconstructionandwhichareprimarilyassembledonthejobsite.
